City or county: who handles permits for concrete contractors in Bartow?
Bartow became the county seat in 1867, when the settlement of Fort Blount near the Peace River took General Francis Bartow's name. That's why both the city's and the county's building offices are in Bartow. The City of Bartow takes every planning, zoning and building application through its online Development Services portal, with walk-in help at City Hall, 450 North Wilson Avenue. The Polk County Building Division, 330 W. Church Street, permits the unincorporated land that surrounds the city.
The city's Building Department casts a wide net on what needs a permit: anything you "construct, enlarge, alter, move, replace, repair, improve, convert, demolish" on a building or structure. Its own no-permit examples are cosmetic, like repainting or new carpet. The city also says all accessory buildings, including detached carports, garages, workshops and sheds, need a building permit. For flatwork on private property, ask the department before you count on skipping a permit.
Two city rules hit concrete directly:
- Work in the street. Bartow Code Sec. 66-51 says nobody may build a sidewalk or driveway within a street without a prior written permit from the city manager, built to the lines, levels and specs the city provides. A new curb cut or apron falls here.
- Building slabs get inspected before the pour. The city's Setback and Footing inspection checks that termite treatment is done, the vapor barrier is in (to the outside of the footing on a monolithic foundation), and reinforcement and welded wire mesh sit where they belong. That applies to a new garage or addition slab, not a patio. Inspections have to be requested the day before.
Owners in the city can act as their own contractor under Florida's owner-builder disclosure. If we hold the permit, we can schedule those inspections ourselves.
Does a Bartow historic district add a step?
It can. Bartow calls itself the "City of Oaks and Azaleas" and says it contains many historic homes built in the late 19th and early 20th centuries. It also has a Historic Architectural Review Board. Under the city's land development code (Sec. 2.02.01), building on an infill lot or altering the facade of a contributing property inside a designated historic district, or on a local landmark, needs a Certificate of Appropriateness before the Building Department issues a permit. Smaller changes that need a permit "may require" that review, and the City Manager or a designee can exempt them case by case. Ordinary maintenance that needs no permit isn't restricted.
The code also references a 1990 survey of historic buildings in the area bounded by Business 60 on the north, Stuart on the south, Woodlawn on the west and US 17 on the east. If your home is in or near that area, call the Planning Department before you commit to a design. The board meets at 4 pm on the first Thursday of the month when there are items to review, so plan your schedule around that meeting. We can supply a scaled drawing and finish samples for the application.
