Quick answer

Inside city limits, the Building Division permits driveways, parking pads and patios, and a new driveway apron also needs the Streets Department's approval. The concrete contractors in Lake Wales at Winter Haven Concrete Co pour driveways, patios, walkways and slabs with both sign-offs planned, and a broom-finish driveway runs $8 to $14 per sq ft.

Lake Wales at a glance

Lake Wales is an incorporated Polk County city of 16,361 people (2020 Census) on 18.8 square miles of land, on the Lake Wales Ridge along SR 60 and Scenic Highway (SR 17). Inside city limits the city's Building Division issues permits; parcels with a Lake Wales mailing address outside the line go to Polk County.

The ridge sand here is mainly Candler and Tavares, but the NRCS soil map inside the city also shows Samsula and Kaliga muck and wet flatwoods sands, and Lake Wailes, the 300-acre in-town water body, sits in FEMA zone AE.

Permit office: City of Lake Wales Building Division Β· official site Driveways, parking pads and patios need permits; a driveway apron needs Building and Streets Department sign-off. Accessory structures get a zoning compliance check from a property survey first (Sec. 23-212).

What concrete work needs a Lake Wales permit?

The city had 16,361 residents at the 2020 Census on 18.8 square miles of land. The city's own page calls Iron Mountain, under nearby Bok Tower, the highest point in peninsular Florida at 298 feet. Its permit list names driveways and patios outright, so that's where we start.

The Building Division's position is simple: "The city building codes require a permit for any new building, addition, structure, remodeling work or demolition work." Its list of work requiring a permit names several things we pour:

WorkPermit?Extra sign-off
Driveways and parking padsYesNone listed
Driveway apronsYesBuilding Department and Streets Department
Patios and decksYesNone listed
Masonry wallsYesNone listed
Structural repairsYesNone listed
Storage buildings, screen enclosuresYesZoning compliance check first (Sec. 23-212)

The city adds that the list "may NOT be ALL INCLUSIVE," so call the Building Division if your job isn't on it. Permit documents go to the city by email. The Forms & Checklists page has an Owner Builder Disclosure Statement in English and Spanish, a Contractor Information Form, and a Notice of Commencement form with recording instructions. Under state law that notice gets recorded for improvements over $2,500 (F.S. 713.13 with 713.02(5)), and for contracts over $5,000 the permit office needs a copy before the first inspection (F.S. 713.135).

What about Florida's under-$7,500 exemption? F.S. 553.79 lets a single-family owner ask in writing, contract attached, to skip the permit on small jobs. The exemption doesn't reach structural, electrical, plumbing, mechanical or gas work, or any property that's partly or entirely in a flood hazard area, and a project can't be split to fit under the line. A small job may qualify, but confirm with the Building Division; we don't treat a job as exempt unless the city has said so in writing. Our Polk County permit guide sets these rules next to the other cities'.

How big can a shed pad or garage slab be in Lake Wales?

The city caps accessory buildings on residential lots, so concrete contractors in Lake Wales size each slab to what the city will approve. From Table 23-522 and Sec. 23-522 of the city code (last amended by Ord. No. 2026-08):

  • Storage and utility sheds: "not to exceed 200 square feet; limit 2 per residence."
  • Setbacks: no accessory structures in the front yard, and "all accessory structures must be at least five feet from any lot line."
  • Detached garages and carports: one per lot, with a footprint up to 600 square feet or 40 percent of the house footprint, whichever is larger. Lots over two acres can go to 1.25 times the size of the house.
  • Survey first: before the city processes a permit for any structure, including a shed, it verifies zoning compliance from a property survey showing the structure's size and location, and it decides within ten business days of a complete application (Sec. 23-212).

In numbers: a 10 by 20 foot shed slab (200 sq ft, right at the city cap) at our slab range of $7 to $12 per sq ft runs $1,400 to $2,400. A 600 sq ft detached garage floor at the same range runs $4,200 to $7,200.

Our typical ranges for Lake Wales jobs. A 24 x 25 ft detached garage floor is 600 sq ft, the detached garage footprint the city allows on any residential lot, so at $7 to $12 per sq ft it comes to $4,200 to $7,200.

Is my Lake Wales lot ridge sand or lakeshore?

The U.S. Geological Survey calls the Lake Wales Ridge the highest and longest ridge in Polk County, reaching about 305 feet, with many sinkhole lakes and depressions, a lot of them with no surface-water outlet. The city sits on it, but the ground inside the limits varies. A 67-point NRCS soil sample inside the 2020 Census city boundary came back like this:

  • Candler sand, 0 to 5% slopes: 19.4% of points, plus 7.5% Candler-Urban land complex. Both are excessively drained.
  • Tavares fine sand and Narcoossee sand: 6.0% each.
  • Smyrna and Myakka fine sands, Pomona fine sand and Samsula muck: 6.0% each. Across the sample, about 39% of points were poorly or very poorly drained, and 38.8% were rated "very limited" for dwellings.

Flood zones at the 63 dry-land points: X (minimal hazard) 71.4%, AE 17.5%, A 4.8%, AE floodway 3.2% and shaded X 3.2%. That puts about a quarter of the sampled land on this ridge town in a flood hazard zone. Lake Wailes, the 300-acre water body inside the city, maps as zone AE at its location, so lots near it are the ones to check first. A parcel even partly in a flood hazard area can't use the $7,500 exemption, and we can look hard at the base there before quoting a patio or walk.

On the dry sand, our concern is moisture loss: NRMCA's hot-weather guidance calls for dampening the subgrade and forms on hot, dry days, and we can do that on pour morning. In a muck pocket, the soft organic soil comes out and clean fill goes in, which is a cost we can only pin down once we dig.

Is my Lake Wales address actually in the city?

Not always. Bok Tower Gardens uses a 1151 Tower Boulevard, Lake Wales mailing address, yet a Census boundary query puts the gardens outside city limits in unincorporated Polk County. The Chalet Suzanne airstrip, which FAA data puts 3 miles north of town, also falls outside the city line on a Census point check. A county parcel is permitted by the Polk County Building Division, not the city, and the city's driveway and patio list above doesn't govern it. Concrete contractors in Lake Wales check the parcel before quoting the permit side of a job.

Inside the city, a couple of areas have their own rules. Sec. 23-423 sets downtown design standards covering the Historic Downtown and Crystal Lake, with a separate overlay, so if your property is in either, ask the city whether those standards touch your project before you settle on a stamped pattern or color. Spook Hill, the gravity-hill illusion on North Wales Drive, is listed on the National Register of Historic Places, and the Census geocoder places 600 N Wales Drive inside the city.

Lot sizes and neighborhoods from Lake Ashton to Burns Avenue

On a typical lot, concrete contractors in Lake Wales have room for a full driveway, a patio and a shed pad. The median single-family lot is about 0.21 acre, roughly 9,350 sq ft, and the Polk County Property Appraiser counts 5,228 single-family parcels touching the city. The biggest appraisal neighborhoods include Lake Ashton Golf, Burns Ave, Downtown Lake Wales with Emerald and Alvina Estates, E Bullard off Scenic, and Dinner Lake and Brookshire. Plats run from Scotts W W Addition (1916) to subdivisions recorded in 2025 like Belle Lago On Lake Belle and Reserve At Forest Lake.

The dated parcels show the 2000s as the busiest building decade, with about 1,200 homes, so the original driveways and patios from that decade are now roughly 17 to 26 years old. A tired surface on a sound slab may only need an overlay; a cracked or settled one gets torn out and replaced. Our Lake Wales driveway page, patios in Lake Wales and stamped concrete in Lake Wales cover each job. Close by, we pour in Dundee, Crooked Lake Park, Lake Hamilton and the rest of our service area.

What do concrete contractors in Lake Wales charge?

These are worked examples using the ranges in our concrete cost guide. Your written estimate replaces them once we've measured.

  • Broom patio, 12 x 25 ft (300 sq ft): $8 to $14 per sq ft, so $2,400 to $4,200. Stamped, the same patio runs $3,600 to $6,600.
  • Two-car driveway, 18 x 36 ft (648 sq ft): $8 to $14 per sq ft, so $5,184 to $9,072, with tear-out adding $2 to $4 per sq ft.
  • Shed slab at the 200 sq ft city cap: $7 to $12 per sq ft, so $1,400 to $2,400.

Two things add to a job for concrete contractors in Lake Wales. A new apron means the Streets Department review on top of the building permit, and a lot near Lake Wailes or another AE-zone waterbody may need muck dug out before any base goes in. We also pour driveways, stamped concrete and sidewalks, and handle repair and resurfacing.

Repair or replace: Lake Wales slabs built before 1970

The Polk County Property Appraiser dates 3,760 of the 5,228 single-family parcels in the city, and the median approximate build year is 1975. About 44% of the dated parcels were built before 1970, with the 1950s a busy decade and the 2000s the busiest. That means a lot of driveways, walks and carport slabs old enough to be cracked, stained or tilted, and the first call to make is whether to patch, overlay or replace.

If the slab is level and sound, an overlay is the cheaper road: spray-texture or microtopping runs $3 to $7 per sq ft, so a 500 sq ft driveway is $1,500 to $3,500, and a stamped or decorative overlay runs $7 to $15 per sq ft. If it has settled, broken apart or holds water against the house, replacement at $8 to $14 per sq ft is the honest answer from concrete contractors in Lake Wales, which puts the same 500 sq ft at $4,000 to $7,000 before tear-out adds $2 to $4 per sq ft. The resurfacing vs replacement guide lays out how we decide, and our repair page shows the overlay options.

Floodway rules, commercial lots and the paper trail on a Lake Wales permit

Two rules reach the flat parts of a job. Under Sec. 23-616, retaining walls, sidewalks and driveways that place fill in a regulated floodway have to meet the city's floodway limits, and two of the 63 land points sampled inside city limits fell in the AE floodway zone. If your parcel is near a waterway or a creek, we check the flood map before we price the base. On nonresidential property, garages, carports, storage sheds and utility buildings must meet the zoning district's setbacks and ground-coverage maximum and stay out of the front yard (Sec. 23-542). We quote parking pads, dumpster pads and walks for those lots as commercial concrete, priced per job after a site visit.

The paper trail matters too. For a new single family residence the city's checklist says all submissions are electronic and the stamped approved plans have to be printed and kept on site for inspections. As concrete contractors in Lake Wales, we keep the same habit on slab jobs: the approved papers stay on site and the inspection calls go into the pour schedule, so nobody loses a day over a missing page.

Lake Wales Concrete Questions

Do concrete contractors in Lake Wales need a permit for a plain driveway or patio?
Yes, inside city limits. The city's Building Division lists driveways and parking pads, driveway aprons, and patios and decks among the work requiring a permit. Florida's under-$7,500 exemption needs a written request with the contract, excludes structural, electrical, plumbing, mechanical and gas work, and doesn't apply to property partly or fully in a flood hazard area, so we confirm with the city before counting on it.
Who approves a new driveway apron in Lake Wales?
The city says driveway aprons must be approved by both the Building Department and the Streets Department, so plan for both sign-offs. The apron is the piece that meets the street, and we sketch its layout for that review before we form it.
How big can a shed slab be in Lake Wales?
City code limits storage and utility sheds on residential lots to 200 square feet, two per residence, at least five feet from any lot line and not in the front yard. A 200 sq ft slab at our $7 to $12 per sq ft range runs $1,400 to $2,400. The city checks zoning from a property survey before it issues the shed permit.
My mailing address says Lake Wales. Does the city permit my job?
Only if the parcel is inside city limits. Bok Tower Gardens has a Lake Wales mailing address but sits in unincorporated Polk County by a Census boundary check, and so does the Chalet Suzanne airstrip north of town. County parcels go through the Polk County Building Division, and the city's driveway and patio list doesn't apply to them.
What happens if a slab is poured without a permit in Lake Wales?
The Building Division says the owner or contractor pays double the permit fees. City Code Sec. 7-201 sets a second or later violation at 100% of the usual permit fee or $238.03, whichever is greater. The work still needs its permit and inspections on top of the penalty, so filing before the pour costs less.
Do the downtown or Crystal Lake design standards touch my project?
They can. City Code Sec. 23-423 sets design standards for the Historic Downtown and Crystal Lake, with a separate overlay, and work in an adopted historic district may need a certificate of appropriateness from the Historic District Regulatory Board under Sec. 23-653. If your property is in one of those areas, ask the city before you settle on a stamped pattern or color.
Is Lake Wales soil good for a slab?
In a 67-point soil sample inside the city, about 27% of points were excessively drained Candler sand or Candler-Urban land, and another 6% Tavares fine sand. The same sample also hit Samsula muck and wet flatwoods sands, and about a quarter of the dry-land points mapped in a FEMA A or AE zone. We check your parcel on the soil and flood maps before quoting base work.
