Quick answer

A concrete foundation contractor in Winter Haven pours to sealed plans, and inside a city flood zone those plans set the lowest floor at least 2 ft above base flood elevation. Winter Haven Concrete Co forms monolithic slabs at $8 to $15 per sq ft and stem walls at $10 to $18 per sq ft, with a free written estimate.

Foundation work done to Polk County code, ACI standards, and proper engineering.

A concrete foundation contractor in Winter Haven for additions, garages, new homes and footings

Foundation work is the concrete a building stands on, so every job here starts from drawings, not a tape measure. Here's what we pour:

  • Monolithic slab foundations for new homes, garage apartments and small houses on a cleared lot.
  • Stem wall foundations where the floor has to sit higher than the yard, on sloped lots or in a flood zone.
  • Room addition foundations that meet the existing house at the line the engineer draws.
  • Detached garages and carports, which Winter Haven requires to be engineered for Florida Building Code wind loads.
  • Footings and pier footings for screen rooms, decks and outbuildings.
  • Repairs to existing foundations and slabs, such as cracks and settled sections, which start on our concrete repair page.

A pad for a shed, an RV or an AC unit doesn't need this level of design. Our concrete slab page covers those. Barn floors are on the pole barn slab page, and the Winter Haven Concrete Co home page lists everything else we pour.

Monolithic slab or stem wall: what decides it

Monolithic or stem wall is the first call a concrete foundation contractor in Winter Haven makes with you. A monolithic slab places the floor and its thickened footing at the same time, so they cure as one piece. The HUD and PCA guide to concrete masonry homes names it and the stem wall with slab as the two most popular foundation types, and notes that slab-on-grade floors are common across the Southeast at about 4 inches thick, cast thicker under interior bearing walls.

A stem wall foundation pours a footing first, builds a short wall on it, fills inside the wall and then places the slab. It costs more, at $10 to $18 per sq ft against $8 to $15 for monolithic, and it exists for one reason: the floor has to sit higher than the ground.

Around here, a flood map can be that reason. Winter Haven's Sec. 5-23 amends the building code so that in a flood hazard area the lowest floor sits at or above base flood elevation plus 2 ft. In the city's "Other Flood Areas" the lowest floor and outside mechanical equipment sit at least 2 ft above the highest adjacent grade or the 100-year elevation, whichever is higher. In an approximate Zone A with no base flood elevation, Auburndale's floodplain administrator may set it at 3 ft above the highest adjacent grade. Haines City wants habitable floors at least a foot above the nearest lake's 100-year flood level.

On a dry ridge lot outside any flood zone, a monolithic slab can do the job for less money. The engineer's plans make the final call, and we price whichever one they show.

Our foundation pricing runs $8 to $15 per sq ft for a monolithic slab and $10 to $18 per sq ft for an engineered stem wall. A monolithic slab for an addition or small house of about 1,200 sq ft lands at $9,600 to $18,000.

FoundationPer sq ftTypical projectWhat moves the price
Monolithic slab, about 1,200 sq ft$8 to $15$9,600 to $18,000Footing depth under bearing walls, fill, termite treatment
Room addition, 20 x 24 (480 sq ft)$8 to $15$3,840 to $7,200Tie-in to the old footing, back-yard access for the truck
Detached garage, 24 x 24 (576 sq ft)$8 to $15$4,608 to $8,640Wind design, anchor layout, door openings
Stem wall foundation, 1,200 sq ft$10 to $18$12,000 to $21,600How high the floor must sit, fill inside the walls

Every foundation is priced from the engineer's plans, so these are planning numbers only. Engineering, surveys, soils reports and permit fees vary by job. You get a free written estimate after we see the site and the drawings.

Soil reports, compacted fill and Polk's old phosphate ground

The ground under a footing matters more than the concrete in it. When a shallow foundation bears on compacted fill deeper than 12 inches, section 1803.5.8 of the Florida Building Code soils chapter calls for a geotechnical investigation that spells out the fill material, lift thickness, the density test method and the minimum density in place. The code doesn't set one percentage; the soils report does.

A concrete foundation contractor in Winter Haven deals with both kinds of ground inside the city limits. Candler sand drains fast and Tavares fine sand drains moderately well, while Hontoon muck, Kaliga muck and Immokalee sand sit wet, and NRCS rates close to 30% of sampled points in the city very limited for houses without basements. Muck under a footing has to come out or be designed around, which is why the engineer and the soils report come first.

South and west of the city the story changes again. Bartow sits in Polk County's phosphate country, part of the 1.3 million acre region FDEP calls Bone Valley, where FDEP describes draglines stripping 15 to 30 ft of overburden, clay pumped to settling areas and sand returned for reclamation. FDEP keeps a "Was My Property Ever Mined for Phosphate?" map. Check your parcel on it before a house plan goes to an engineer. About 17% of sampled ground inside Bartow is clayey Hydraquents. In Highland City, by contrast, about 62% of NRCS sample points are well or excessively drained, mostly Candler, Tavares and Fort Meade sand.

West-central Florida also sits on limestone that forms sinkholes, according to the USGS. A map can't tell you whether a lot is safe or risky. That's another job for the soils report.

Who inspects the footing, the steel and the slab before concrete

A foundation pour goes through more checkpoints than any flatwork. Inside the city, they come in this order:

  1. Notice of Commencement. On a direct contract over $2,500, the notice is recorded and posted on the site before the first inspection, and over $5,000 the building department needs a copy before that inspection too.
  2. Footing inspection. The building inspector checks trench depth, width and steel against the plans before concrete goes in. Inside Winter Haven, permits from 2026 on are inspected through the city's Accela portal, with same-day requests due by 7 am.
  3. Under-slab plumbing. The plumber's rough-in is tested and inspected before it gets covered.
  4. Termite treatment. Code R318 requires termite protection on new construction. When the soil is treated, the treatment goes on after excavation, backfill and compaction, any soil disturbed later is treated again, and the treated soil is covered with at least 6-mil retarder. Rain before the retarder goes down means retreatment. The pest control company sends the building department a certificate of compliance.
  5. Slab inspection. Retarder, steel, chairs and edge forms get checked before the pour.
  6. Elevation certificate. In a Winter Haven flood hazard area, a FEMA elevation certificate is due at the foundation inspection, once the lowest floor is placed and before walls go up.

The city wants approved plans and the permit placard on site, protected from weather, or the job risks delays and reinspection fees. Unincorporated addresses go through the Polk County Building Division instead, and our Polk County permits guide sorts out which office has your parcel.

Tying an addition into the house you already live in

An addition foundation has to meet an old footing that no one has seen since the house was built. The engineer's details show how the new footing and slab join the existing ones, whether that's steel doweled into the old footing or an isolation joint at the line, and we build to those details. Where the flood rules allow it, we match the new floor height to the old one so the doorway between them doesn't end up with a step.

Inside Winter Haven, a few city rules come with an addition:

  • Site plan. Sec. 5-11 asks for a scaled site plan in duplicate for any new building, new exterior wall or added height or volume, showing the lot, the yards and setbacks and every other building on it.
  • Sidewalk. Under Sec. 15-36 of the city's street and sidewalk code, an owner who pulls a permit of $2,000 or more to build or alter a principal building on a street must build a sidewalk along that street to city specifications. We can price the sidewalk on the same estimate.
  • Flood zone math. In unincorporated Polk, the county's floodplain rule says a structure improved by 50% or more of its market value has to meet current floodplain rules, and a big addition can cross that line.

Inside the addition, the slab still has to clear code: 3 1/2 inches minimum (R506.1), and a 6-mil vapor retarder under the living space (R506.2.3).

On an addition, a concrete foundation contractor in Winter Haven has to make three things agree before anything is poured: the engineer's details, the city rules above and the old footing.

Frequently Asked Questions

Monolithic or stem-wall foundation: which fits my lot?
On dry, level ground outside a flood zone, a monolithic slab wins on cost at $8 to $15 per sq ft. A stem wall, at $10 to $18 per sq ft, makes sense when the floor has to sit well above the yard, on a sloped lot, or in a flood zone where Winter Haven sets the lowest floor 2 ft above base flood. Your engineer's plans make the call, and we price what they show.
Who inspects the work of a concrete foundation contractor in Winter Haven before the pour?
The building department that issued the permit: the City of Winter Haven for city addresses, Polk County for unincorporated ones, or the city that has your parcel. They inspect the footing trench and steel, then the slab with its retarder and steel, before concrete goes in. Plumbing gets its own inspection, and the termite company files a certificate. In a flood hazard area, an elevation certificate is due at the foundation inspection.
Does a Winter Haven addition mean I have to add a sidewalk?
It can. City code Sec. 15-36 says an owner who pulls a building permit of $2,000 or more to build or alter a principal building on a street must build a sidewalk along that street to city specifications. Roofing, electrical and mechanical permits are excluded. If your street already has sidewalk, ask the city whether it meets their specs before you budget.
What changes if my lot is in a FEMA flood zone?
Inside Winter Haven the lowest floor goes at least 2 ft above base flood elevation, which can call for a stem wall. A FEMA elevation certificate is due at the foundation inspection and again at final. Florida's under-$7,500 permit exemption does not apply anywhere on the property. In unincorporated Polk, an improvement worth 50% or more of the building's market value means the structure has to meet current floodplain rules.
Do I need a soil test before you pour?
If the footing will bear on compacted fill deeper than 12 inches, the Florida Building Code requires a geotechnical investigation with density testing. Your engineer or building department may ask for one anyway on muck, clay or reclaimed land. Near Bartow, check FDEP's phosphate mining map for your parcel before you design anything.
How thick is a house slab under Florida code?
The code minimum for a slab on ground is 3 1/2 inches (R506.1), and house slabs run about 4 inches, cast thicker under interior bearing walls. Concrete for foundations not exposed to weather needs at least 2,500 psi at 28 days under Table R402.2. Footing size, depth and steel come from your engineer's plans, not a rule of thumb.
Can I act as my own builder and hire you only for the foundation?
Florida lets an owner act as their own contractor on a one- or two-family home they'll live in and not sell or lease, with the owner supervising on site. Selling or leasing within a year creates a presumption the work was for sale. If you go that route, we work from your plans and line up our part of the inspections with you.
Is termite treatment part of the foundation job?
It's on the schedule, but a pest control company does the work. Florida code requires termite protection on new construction, and soil treatment happens after excavation, backfill and compaction, right before the retarder goes down. If rain hits treated soil before it's covered, it has to be treated again, so we line up the treatment and the retarder for the same dry window.
