Who permits a driveway or slab in Frostproof?
Frostproof counted 2,877 people at the 2020 Census on 10.7 square miles of land, and the Polk County Water Atlas places two big public lakes, Lake Clinch and Reedy Lake, in Frostproof. Hilltop sand, lakeshore lots and old citrus-town streets each change how concrete contractors in Frostproof quote a job.
The city's Building Department "permits and inspects new construction, remodeling, additions, repairs, driveways, mobile home set ups, signs and other structures." Its page also says permits are required for accessory buildings such as detached carports, garages, workshops and storage sheds. A few more rules from that same page:
- Concrete contractors in Frostproof have to register with the city before they can get a building permit.
- Homeowners can pull permits only for work on the home they live in.
- All permitted work gets inspected, and inspections are booked by calling the Building Department.
Building something bigger than flatwork? The city's planning page says the Avon Park Air Force Range is within 3 miles of Frostproof, and it points owners to Ordinance 2013-03 on Military Influence Planning Areas.
Outside the city line, Polk County takes the permit instead. Our Polk County permit guide lays out which office covers each town.
How much is a Frostproof permit for concrete work?
The city's posted fee schedule is labeled "Revised October 1, 2019," so check that it's still current when you apply. Building permit fees follow the job's value. Because the schedule charges per thousand "or fraction," a partial thousand counts as a full one:
| Job value | Base permit fee (2019 schedule) | Worked example |
|---|---|---|
| $1,000 or less | $46 per inspection | Inspection-only fee |
| Over $1,000, up to $100,000 | $75 for the first $1,000 + $8 per additional thousand or fraction | $5,000 job: $75 + (4 x $8) = $107 |
| Same bracket | Same formula | $6,400 job: $75 + (6 x $8) = $123 |
| Plan review | One half of the base permit fee | Where plan review applies |
| Work started without a permit (2nd and later violations) | 100% of the usual fee or $172, whichever is greater, on top of the normal fee | Avoidable |
Two state rules ride along. A Notice of Commencement is recorded for improvements over $2,500 (F.S. 713.13 with 713.02(5)), and the city's forms list includes one. Once the contract tops $5,000, the permit office needs a copy before the first inspection (F.S. 713.135). Florida's HB 803 exemption (F.S. 553.79) lets a single-family owner ask in writing, with the contract attached, to skip the permit for work under $7,500. It leaves out structural work and any property partly or fully in a flood hazard area. The local building official rules on those requests, and we don't call a job exempt until the city does.
