Quick answer

The concrete contractors in Winter Haven at Winter Haven Concrete Co are locally owned and pour driveways, patios, sidewalks, slabs and stamped concrete. Know this first: a Winter Haven mailing address doesn't always mean the city permits the job. Every parcel in the Cypress Gardens area lists Winter Haven as its city, yet Polk County handles those permits.

Winter Haven at a glance

Winter Haven is an incorporated city of 49,219 people (2020 Census) on about 32.5 square miles of land, threaded by the Chain of Lakes. Inside city limits the City of Winter Haven Building & Permitting Division issues concrete permits; Cypress Gardens, Wahneta and the other unincorporated places around it go to Polk County.

Ground runs from excessively drained Candler sand on the ridge to Kaliga and Hontoon muck at lake edges, and the city sets a regulatory high-water elevation for each named lake. In flood hazard areas Sec. 5-23 puts the lowest floor of a building at base flood elevation plus 2 ft.

Permit office: City of Winter Haven Building & Permitting Division Β· official site Permits from 2026 on are filed and inspected through Accela Citizen Access. Apron work in the right-of-way also needs a City Manager permit under Sec. 15-42.

Concrete contractors in Winter Haven: work inside the city, and just outside it

Winter Haven is a city of modest lots wrapped around plenty of water. The Polk County Property Appraiser counts 18,168 single-family parcels touching the city boundary, and the median one is about 0.17 acre, roughly 7,511 sq ft. That fits a two-car driveway and a back patio, with little room left for a ready-mix truck to turn, so concrete contractors in Winter Haven look at truck access before pricing a pour. We do. The largest appraisal neighborhoods include Villamar, Buckeye Pointe, Peace Creek Reserve, Traditions and Lake Lucerne, and the recorded plats run from the original 1883 Winter Haven plat to Serenity At Peace Creek Reserve and Willowbrook North, both recorded in 2025.

The mailing city misleads in both directions. Inside the city boundary, 233 single-family parcels carry an Eagle Lake address and 85 a Lake Wales address, while whole unincorporated communities outside it use Winter Haven. Our service area page lists every town we pour in, including Inwood, Lake Alfred, Jan Phyl Village and Eagle Lake.

Is your address really inside Winter Haven city limits?

Start with Polk County's GIS city-limits layer. Here's what it shows for a few spots:

Where the lot sitsWho permits concrete work
Inside city limits (the LEGOLAND Florida Resort property is one example)City of Winter Haven Building Division, through Accela Citizen Access
Cypress Gardens area: all 4,003 parcels list "Winter Haven" as the property cityPolk County Building Division
Wahneta area: 1,526 of 1,528 parcels list "Winter Haven"Polk County Building Division

LEGOLAND, built on the old Cypress Gardens property, is in the city; the middle of Lake Eloise beside it is not. We can run your parcel against the county layer before we write the estimate, so the permit line on it is right. On the county side, Polk lists slabs next to a house or accessory building, slabs meant to support a structure, elevated slabs, sidewalks, and driveway sections in the right of way or inside the minimum setbacks as work that needs a permit. If your lot is in Cypress Gardens, our Cypress Gardens page covers that side.

Our typical ranges for Winter Haven jobs. A 16 x 40 ft driveway is 640 sq ft, so at $8 to $14 per sq ft it runs $5,120 to $8,960 before tear-out; stamped, the same slab runs $7,680 to $14,080.

Resurfacing sound concrete$3 to $7$1,500 to $3,500Decorative overlay runs $7 to $15 per sq ft

Permit fees, Notice of Commencement recording and any fill each get their own line. Every range here turns into a free written estimate after we see the site.

When does a Winter Haven driveway or patio need a permit?

Inside the city, Section 5-9 of the Winter Haven code says permits "shall be procured from the building official by every person, contractor, or subcontractor before doing any structural work of any character, whether permanent or temporary." Nonstructural work needs one too once materials cost more than $800. That's a low bar, so we give materials their own line on every written estimate.

The paperwork that rides along with a city job (our Polk County permit guide lines it up against the other cities):

  • Notice of Commencement. Florida law has it recorded for improvements over $2,500 (s. 713.13 with s. 713.02(5)). Once a job tops $5,000, the building department also gets a copy before the first inspection (s. 713.135).
  • The $7,500 exemption. Section 553.79 lets the owner of a single-family home, or the owner's contractor, ask for a permit exemption on work under $7,500. It doesn't apply on property partly or entirely in a flood hazard area or to structural work, and it takes a written request to the building office with the contract attached. The building official decides; we never assume a job qualifies.
  • Inspections. For 2026 and newer permits, the city takes inspection requests in Accela or by text, and a same-day inspection has to be requested by 7 am.
  • On-site documents. The city wants approved plans and the permit placard on the job, where the inspector can reach them, and protected from weather.

Aprons, curb cuts and the sidewalk out front

Winter Haven's street code has a driveway rule you should know before planning a short slab. On paved city streets, Sec. 15-40 says a cement driveway "shall be constructed from the property to the edge of the pavement," built to city specifications on file with the city clerk, so sand and debris from the parkway don't wash into the gutter. A gravel or dirt stub between your slab and the street doesn't meet it.

That apron sits in the right-of-way, and Sec. 15-42 requires a permit from the City Manager to build, repair or remove anything on, in or under a street, "including adjacent right-of-way." Sec. 15-41 makes the owner keep the sidewalk and driveway in front of the parcel in repair, though not ordinary wear on a sidewalk the city built. And a building permit of $2,000 or more to build or alter a house on a street can bring a new sidewalk along that street under Sec. 15-36. Good concrete contractors in Winter Haven plan the apron, the walk and the joints between them as one job. Our Winter Haven driveway page covers the slab itself, and patios in Winter Haven covers the back of the lot, where Sec. 21-102 keeps sheds and other accessory structures to the side or rear yard and out of utility easements.

Pouring near the Chain of Lakes

The Southwest Florida Water Management District counts 19 connected lakes here: five in the northern chain and 14 in the southern, joined by canals and draining a 32-square-mile watershed. The district names nutrient loading from urban runoff as one of the two main problems for those lakes. Concrete sheds rain, so on a lakefront lot we can pitch a patio toward lawn or beds, not straight at the water.

The city also sets a regulatory high-water elevation for each named lake in Table 21-71A. Southern Chain lakes like Howard, Eloise, Hartridge, Shipp and Cannon sit at about 131.8 to 131.9 ft (NAVD 88); Northern Chain lakes like Conine, Haines, Rochelle and Smart sit near 128.8 ft. Section 21-71 keeps principal buildings 40 ft and accessory structures 25 ft back from that line, measured from the landward side of a seawall. Whether a flat patio counts as an accessory structure is a call for the city's Planning Division, and we can ask before the forms go in.

Building a garage or room addition slab in a flood hazard area? Section 5-23 raises the lowest floor to base flood elevation plus 2 ft, stricter than the 1 ft unincorporated Polk uses, and a FEMA Elevation Certificate is due at the foundation inspection. Of 59 dry-land points in a grid laid over the city, about 24% fell in a FEMA A or AE zone. That is a point sample, not a parcel answer, so check your own lot on FEMA's map.

What kind of ground will your slab sit on?

USGS describes the Winter Haven Ridge as the easternmost ridge of the Polk Upland, mostly small remnants about 200 ft above sea level, and says the county's ridges carry closed-basin lakes and sinkholes. The NRCS soil map shows both the ridge sand and the wet lake edges. In a 74-point NRCS sample inside the city boundary, Candler sand on 0 to 5% slopes led every other unit (14.9% of points). It's excessively drained and rated "not limited" for dwellings without basements. About 30% of points landed on poorly or very poorly drained ground, and about 30% were rated "very limited" for dwellings, with units such as Immokalee sand, Felda fine sand, Basinger mucky fine sand, Hontoon muck and Kaliga muck.

On Candler sand, we can compact the native sand and form up. On a muck pocket near a lake, concrete contractors in Winter Haven can dig out the soft organic layer and bring in clean fill, compacted in lifts, before any concrete shows up. We can check your lot on the NRCS Web Soil Survey before the estimate.

Base work can be the line that moves a Winter Haven price most, and our Winter Haven concrete cost guide shows how. For the work itself, see driveways, patios, stamped concrete, slabs, sidewalks and repair and resurfacing.

Sheds, detached garages and carports on a Winter Haven lot

A slab for a shed, workshop, detached garage or carport is an accessory structure under Sec. 21-102 of the city's Unified Land Development Code, and that section sets the rules before any concrete is ordered. Accessory structures go in the rear or side yard only. They can't sit in a required buffer strip or a public utility easement, and they count toward your lot's impervious surface and stormwater math. One rule catches people who build out of order: an accessory structure can't be built before the principal structure.

Size limits depend on the zone. In R-1, all accessory structures together can cover at most 15% of the lot, up to 1,200 sq ft on a lot of an acre or less, with 3 ft side and rear setbacks. R-2 keeps the 15% but caps the total at 1,000 sq ft. In the Residential Estate zone the cap drops to 7.5% of the lot, up to 2,000 sq ft, setbacks widen to 5 ft, and the accessory total has to stay smaller than the house. On a Chain of Lakes lot, an accessory building also stays at least 25 ft back from the lake's regulatory high-water mark (Sec. 21-71), so the lake side of the yard can decide where the slab goes.

Carports and detached garages get extra scrutiny. The code says they must be built of wood, masonry or metal, engineered for Florida Building Code wind loads, and permitted by the Building Division before work starts. Temporary canvas, vinyl or plastic carports that aren't tied to an approved permanent foundation are prohibited. The foundation is what the building official signs off on, which is why concrete contractors in Winter Haven schedule the slab before anything else goes up. A 20 x 20 ft carport pad is 400 sq ft, so at $7 to $12 per sq ft it runs $2,800 to $4,800 on a free written estimate. Larger garage floors and barn pads are covered on our slab and foundation page.

What to have ready when the crew walks your Winter Haven yard

Hiring concrete contractors in Winter Haven goes faster when we know four things before the visit: the address (so we can check it against the county's city-limits map), the rough size of the pour in feet, what's there now (grass, old concrete, pavers), and where the truck and the wheelbarrow route will run. Photos of the street side help when a driveway apron is involved, since that part of the job sits in the right-of-way and follows the city's rules for aprons and curb cuts.

We also ask where the water goes. A low corner that holds a puddle after an afternoon storm tells us more about the base than any map, and on a lake lot it tells us whether the fill has to be compacted in lifts. Call (863) 400-0803 or send the form, and the visit ends with a written number you can compare line by line.

Winter Haven Concrete Questions

Do concrete contractors in Winter Haven pull the permit from the city or from Polk County?
It depends on the parcel, not the mailing address. Every parcel in the Cypress Gardens area and 1,526 of 1,528 in Wahneta list Winter Haven as the city, but those areas are unincorporated, so Polk County permits them. We can check your parcel against the county's city-limits map before we quote.
Do I need a city permit to replace a driveway in Winter Haven?
Winter Haven code Section 5-9 requires a permit for any structural work and for nonstructural work when materials cost more than $800. Your written estimate lists materials separately so you can see where you fall, and we can confirm with the Building Division. When a permit is needed, concrete contractors in Winter Haven like us pull it.
Can the $7,500 permit exemption cover my patio?
Maybe not. Section 553.79 of the Florida Statutes lets the owner of a single-family home ask for an exemption on work under $7,500, but it excludes property partly or entirely in a flood hazard area and structural work. It also needs a written request with the contract. The building official decides, so we never treat a job as exempt in advance.
How close to the lake can I pour on the Chain of Lakes?
Section 21-71 keeps principal buildings 40 ft and accessory structures 25 ft from each lake's regulatory high-water elevation in Table 21-71A, measured from the landward side of a seawall. Whether a flat patio counts as an accessory structure is up to the city's Planning Division. We can ask before we form it.
Do I need a Notice of Commencement for a new driveway?
If the job is over $2,500, Florida law has the Notice of Commencement recorded (s. 713.13 with s. 713.02(5)). Above $5,000, the building department also gets a copy before the first inspection. The notice has to be recorded and posted on the site before that first inspection, and it goes void if work doesn't start within 90 days of recording, so we time it to the pour date.
Does my Winter Haven driveway have to run all the way to the street?
On a paved city street, yes. Winter Haven Code Sec. 15-40 says a cement driveway shall be built from the property to the edge of the pavement, to city specifications, so the parkway doesn't wash sand into the gutter. The apron part is right-of-way work, and Sec. 15-42 requires a City Manager permit for it. We include that run in the measurement and the written estimate.
When should I schedule a pour in Winter Haven?
We can pour year-round. The National Weather Service puts the West Central Florida rainy season at May 25 to October 10, peaking July through early September, so in summer we can book morning pours. NRMCA's curing guidance has curing start right after finishing and typically run 3 to 7 days, so the covers and water are on site before the truck arrives.
