Is my Davenport address actually inside city limits?
Maybe not. The City of Davenport covers just 3.74 square miles of land (2020 Census, population 9,043), so a Davenport mailing address can sit outside the city in unincorporated Polk County. That changes who reviews your concrete job.
| Where the lot is | Who permits | How to check |
|---|---|---|
| Inside city limits | City of Davenport Building & Planning, 201 W. Magnolia St. | City Limit Map and 2025 Official Zoning Map on the city's maps page |
| Outside city limits | Polk County Building Division | Your parcel record with the county |
The city asks buyers to verify land use and zoning with city staff before buying or building, and it sells an official future land use and zoning verification letter for $50.
The mailing address won't settle it either. Of the single-family parcels the Polk County Property Appraiser maps in and along the city boundary, 3,882 carry a Davenport mailing address and 913 a Haines City one. On the county's city-limits map, 97.3% of the points we sampled inside the 2020 Census boundary fell in the City of Davenport, with the rest split between Haines City and unincorporated Polk County. Our Polk County permit guide shows which office covers each town.
What does the City of Davenport want before a slab goes in?
Davenport takes permits through its online Citizen's Engagement portal, and concrete contractors in Davenport file through it too. These building submission rules touch a typical driveway, patio or slab:
- Notarized application. Every submission needs an application signed by the contractor's qualifier or an owner/builder, and the signature has to be notarized. Property owned by an LLC or corporation can't use the owner/builder route. It needs a contractor.
- Setback site plan. Sheds, pavers and slabs need a site plan showing setbacks from property lines.
- Notice of Commencement. Florida requires one to be recorded for improvements over $2,500 (F.S. 713.13 with 713.02(5)), and the city's submission checklist lists a recorded notice for permits of $2,500 or more.
- Flood paperwork. On a lot in a FEMA special flood hazard area, the checklist calls for an elevation certificate before the slab inspection.
- Six-month clock. City Code Sec. 5-52(b) says permitted work must be finished within six months of issue unless an extension is granted.
Fees come from City Code Sec. 5-51: a $50 minimum for work under $2,500 of valuation, then $50 plus $5 for each additional $1,000. Plan review is half the permit fee ($25 minimum), and a failed inspection costs $50 to re-inspect.
There's also a Building Permit Exemption Request. It carries a $40 admin fee and covers single-family work valued under $7,500, excluding electrical, mechanical, plumbing, gas and structural work. A job split or phased to stay under $7,500 doesn't qualify. State law (F.S. 553.79) adds that the exemption doesn't apply if any part of the property is in a flood hazard area. Whether a given slab qualifies is the building official's decision, so we don't promise it.
