Who has to sign off on concrete work in Bowling Green?
Concrete contractors in Bowling Green work under different rules than the rest of our service area. The city sits in Hardee County, not Polk, so the Polk County rules on our other pages don't apply here. The City of Bowling Green's Code Enforcement office requires a Zoning and Comprehensive Plan Consistency Determination sign-off before work starts on accessory structures (sheds, barns, carports), fences, new homes and commercial buildings, roof work, demolition, remodels and additions, and A/C replacements inside city limits.
The city's sign-off form spells out what happens. You attach a site plan for additions, new buildings, sheds and accessory structures. The city fills in the zoning district, the flood zone and the front, side and rear setbacks. It also asks whether the driveway connection to the city street meets code, and the city may inspect the site to answer that. The sign-off is good for 90 days and can take up to five business days to process. Contractors have to be registered with the City Clerk's office before approval.
| Your situation | What's involved |
|---|---|
| Carport, shed slab or addition inside city limits | City zoning sign-off with a site plan, then the building permit |
| New driveway connection to a city street | Checked on the city sign-off form; the city may inspect the site |
| Driveway onto a state highway | FDOT's Arcadia office must be contacted, and its letter or application copy goes in with your permit |
| Work in a city right-of-way | City right-of-way sign-off: site plan to scale, certificate of insurance, HOA approval if the street is deed-restricted, 24 hours' notice to the Supervisor of Utilities |
| Property outside city limits | Hardee County Building Department in Wauchula |
The Census road file maps both US 17 and State Hwy 35 in town, so check which road your frontage is on. Hardee County's building page answers "Do I need a permit?" with a flat "Yes!" and quotes Florida Building Code 105.1. For a city address, we can confirm with the city at sign-off which office takes the permit.
Will the $7,500 permit exemption cover my Bowling Green driveway?
Maybe, but never automatically. Florida's 553.79 exempts single-family jobs worth less than $7,500, with strings attached, from permitting. You or your contractor file a written exemption request backed by the contract. Structural, electrical, plumbing, mechanical and gas work never qualify, and neither does a lot that's even partly inside a flood hazard area. You can't split a project up to get under the line.
For concrete contractors in Bowling Green, the flood map mostly works in the city's favor. Of 39 points checked inside the city boundary on FEMA's flood layer, 89.7% fell in Zone X (minimal flood hazard) and 10.3% in Zone A, so about one lot in ten may be ruled out. Look up your own parcel on FEMA's Flood Map Service Center before you count on it. Two other things to know. Inside city limits, the zoning sign-off is a separate step, and a job priced above $2,500 needs a Notice of Commencement recorded at the clerk (F.S. 713.13). Above $5,000, the building office also gets a copy ahead of the first inspection.
